William Whitney Rice (1826-1896) was a U.S. Representative from Massachusetts, teacher at the Leicester Academy, mayor and judge in Worcester county.  These books were "The first compilation that purported to include the constitutions of all states...The index to this work contains citations to specific subjects on which there are provisions in the several state constitutions."
