Sam Rayburn served in Congress representing Texas's 4th congressional district as a Democrat from 1913 to 1961 for 49 years in Congress (24-terms). He served as Speaker of the House for 17 years. This stamp was issued in 1962 in memoriam of Rayburn's death.
