Stamp of Cora Smedberg Felton, San Franciso.  Felton was a noted California beautification activist.  She was a daughter of a Union army Colonel (and the grandaughter of California pioneer Israel Smedberg) and wife of US Senator Charles Felton Jr.   This is an oversized or heavy book, that requires additional postage for international delivery outside the US.
