William Low was a Volunteer Private who answered President Lincoln's 1864 call for additional soldiers. He served in the 202nd infantry, Company C. and mustered out in August, 1865, with an honorable discharge at the War's close. His unit served in Alexandria, Fairfax, and Manassas, VA under General John P. Slough, in support of Gen. Philip Sheridan in the defense of Washington. They fought against Mosby's guerillas in Northern Virginia. Later they were assigned to the PA Coal region to suppress a miner's strike near Tamaqua. See: Bates, Samuel P. (1871). History of Pennsylvania volunteers, 1861-5. Low is presumed to be from Hanover, PA from the note on the rear.
