Hildeburn 3288.  Goldsmiths'-Kress no. 11296.  An interesting view of a Philadelphia clergyman and the first provost of the College of Philadelphia from 1755-1779 (later the University of Pennsylvania).  While a loyalist, Smith was sympathetic to the American cause.  An influential pamphlet in its day.  Smith's view represented a large segment of the colonial and English society who wished for British rule but with American liberties.
