Bingham was an important Republican Congressman from Ohio.  He served as judge advocate in the Lincoln assassination trials and prosecutor in the impeachment of Andrew Johnson.  He is the principal author of the Fourteenth Amendment.  This speech made during the frenzy of the Bleeding Kansas controversey reflects Bingham's strong support of individual liberty and the injustice of slavery.
