Overshadowed by Thomas Paine, Barlow's treatise is a well composed political pamphlet against the remnants of Europe's feudal systems. Using allusions to the American Revolution, Barlow argues that elites in Europe should embrace the inevitability of the reforms occurring in France, producing long-term benefits for all of society in the end.
